1. Make sure Vista Service Pack 1 is installed. Windows Locator may stick and network access may begin working after the installation, but may quit working again after the first restart. (Frustrating, I know, but the update is needed on the computer anyway.) All other available Windows Updates should also be installed.

      Start -> Control Panel -> Windows Update

  2. Turn off IPv6

      Start -> Control Panel -> Network and Sharing Center -> Manage network connections -> Local Area Connection -> Properties -> (Continue) -> UNCHECK Internet Protocol Version 6 (TCP/IPv6) -> OK -> Close -> Restart

  3. Download the Norton Removal Tool (SymNRT) 2009.0.0.41 or later (http://majorgeeks.com/Norton_Removal_Tool_SymNRT_d4749.html) and run the software to remove leftover pieces of Norton in the registry that could be causing conflicts. Yes, run the software even if Norton is not currently installed.
